Reality Contact Core evaluates whether a declared operational state still has sufficient contact with observed reality to support consequence-bearing use.
Boundary
It does not determine truth, authorize execution, or replace domain judgment. It detects drift between declared state and available evidence.

Outcomes
- CONTACT_CONFIRMED — declared state remains sufficiently supported.
- CONTACT_DEGRADED — support is weakening or incomplete.
- CONTACT_LOST — stale, missing, or contradictory evidence breaks contact.
